Noelle S. Bissell, M.D. has been the director of the New River Health District since 2017. She is also the medical consultant for Cumberland Plateau and Lenowisco Health Districts. Through the health department, she focuses on collaborations to ensure access to services for our most vulnerable populations, including a regional effort to address the substance use and overdose crisis. Dr. Bissell received her B.S. in Electrical Engineering from Johns Hopkins University and her M.D. from University of Maryland School of Medicine. Board certified in internal medicine, she served four years in the United States Navy as a flight surgeon. Prior to public health, Noelle practiced inpatient and outpatient medicine, and college health. Originally from the Baltimore area, Noelle has lived with her family in the New River Valley for over 20 years.
